1. Language: English 2. Software: MS-Word 3. Format: rtf (rich text format) 4. Length of Abstract: 4 to 8 A4 pages 5. Margins: 2.0 cm (top, bottom, left, right) 6. Indention: 1.25 cm 7. Line spacing: single 8. Font type and size: Times New Roman, 12 pt (Only the title - 14 pt) 9. Title of paper: all uppercase, centered, bold 10. Name of author(s), affiliation: centered, uppercase for first letter of each word 11. Contact address for the corresponding author: centered, postal address, phone and fax number, email address 12. Welcome to the IX International Symposium ISCORD 2010! As the President of the International Association for Cold Regions Development Studies (IACORDS), it is a great privilege for me to welcome people from various countries to the 9th International Symposium on Cold Region Development (ISCORD), which is being held June 1-5, 2010 in Yakutsk, the capital city of the Republic of Sakha. Yakutsk, one of the coldest cities in the world will be the most ideal place to hold an ISCORD conference. I appreciate the efforts of the Sakha Directorate of the 9th International Symposium on Cold Region Development to realize the conference under difficult circumstances resulting from the outbreak of the world economic crisis in 2008. ISCORD focuses a wide range of cold region topics on diverse fields such as, engineering, natural science, and human science. Among a variety of issues, the effects of climate change, the greatest challenge faces mankind in the 21st century, are being typically recognized in the cold regions of high latitudes. I believe that ISCORD 2010 will offer participants a precious opportunity for the exchange of interdisciplinary knowledge and expertise through active discussions to seek measures to minimize the adverse effects of climate change. I am expecting that many people from different fields including academia, business and public administration will visit Yakutsk in 2010 to participate in this rewarding event. On behalf of the Sakha Republic government I invite you to participate on the IX International Symposium on Cold Regions Development ISCORD 2010. The Symposium is a very important event in the international scientific community in the presence of the s?ientific, engineering, business and administrative sectors representatives with the object to contribute to technological, social and economical progress of the World cold regions and economic security. Important decisions, focused on all-round development of the World cold regions will be accepted in the course of it. The main idea of the Symposium ISCORD 2010 is the application of technologies for the conservation of nature in Cold Regions and consequences of global climate change. We are faced with deliberate on matters of scientific and technological support of cold regions development, their contribution to world economic. Also we must outline a way forward to raising of living standards and being wealthy in cold regions of the world. It is no mere chance that the venue of 2010 Symposium is Yakutsk. It is a capital of the coldest inhabited region on Earth. Cold Pole of the north hemisphere is situated here (72 below zero). Despite of severe natural settings, Yakutia rapidly develops its industry and infrastructure, here a great experience on efficient function in cold natural conditions is gathered. Yakutia is a prominent center of business communication, culture, science and sports, it has unique savage scenery. About 1 million people of various nationalities and confessions live together amicably in Yakutia.
